- 10:10Housing Report – Kevin Donovan, ACOA VP & Nhang Luong, AAS Program Coordinator • Kevin Donovan and Nhang Luong presented the updated No Place to Call Home PowerPoint, which has been developed and refined by the Housing Committee, with recent revisions by Kevin Donovan, Nhang Luong, and Marilyn Fowler. • The presentation was redesigned to be more adaptable, allowing for both brief (10–15 minute) and expanded presentations, with an emphasis on being impact-driven, data-informed, visually engaging, and accessible to a variety of audiences. • The Executive Committee reviewed the revised slide deck and provided feedback on ways to improve its clarity and impact for public presentations. The importance of co-sponsoring the presentation with H3 was also discussed to ensure alignment with the County's Master Plan on Aging and homelessness initiatives.

- 10:25Area Agency on Aging Report – Tracy Murray, AAA Director General Updates • Following an unsuccessful recruitment for the AAA Program Manager position, AAA will announce a Temporary Upgrade (TU) opportunity for current County employees. Leadership also plans to review the job classification to explore if revisions can be made to broaden eligibility. • The State Senate has indicated it does not support CDA’s trailer bill establishing the Intrastate Funding Formula (trailer to SB 1249) and has proposed delaying implementation by one year, pending action by the State Assembly. C4A continues to advocate for a more transparent and collaborative process to revise the funding formula. • AAA issued the IIIB and Measure X Requests for Proposals. Ten proposals were funded, and two were eliminated for not passing fiscal review. An additional RFP for IIIB services may be released in the coming months.
- 10:50President’s Report – Jill Kleiner, ACOA President General updates • The Executive Committee is recommending that Shirley Krohn be appointed as an Emeritus Member in recognition of her longstanding service, including serving twice as ACOA President and as a long-time CSL representative. • Jill proposed hosting a one-hour leadership information session to encourage future officer participation by reviewing the roles of each officer position, featuring a panel of current and former officers, and providing opportunities for attendees to speak with officers. The group also discussed the need to ensure the event complies with Brown Act requirements and whether it should be held as a special meeting. Website updates • Updates recommended by the Technology Committee were incorporated and are now live on the website. • Appreciation was expressed to Jenny Lam for coordinating the new website look and feel. Member roster signups • ACOA is developing a member roster with an opt-in process for members who wish to be included. • The roster will include members’ names, email addresses, and phone numbers and will be organized alphabetically by last name. • Members who are not present will be contacted individually by AAA staff to confirm their participation.

- 11:10Committee Reports Membership – Kathryn Monroy-Dexter • The Membership Committee will consider which alternate member should fill the newly vacant Member-at-Large (MAL) position following Shirley Krohn’s transition and will then review the waitlist to identify candidates to fill the vacant alternate position. Jenny is reaching out to individuals on the waitlist to confirm continued interest and update the list. • Guidelines for alternate members were developed to clarify their roles and reinforce that alternates remain active participants in ACOA. • The committee plans to review the buddy program and evaluate its effectiveness, including successes and challenges to date. Lorna Van Ackeren has agreed to reach out to cities to recruit ACOA representatives, with a focus on filling city vacancies that have remained open for extended periods. Planning – Jill Kleiner • The Planning Committee discussed holding one additional Information & Assistance (I&A) focus group in September in Danville. • The committee debriefed on the MOWDR site visit and identified the PACE Center in El Sobrante as the next potential site visit; while the program is not AAA-funded, members felt the visit would still be valuable and educational for ACOA. • The committee is reviewing progress toward Area Plan Update objectives, with updates to be discussed at the June committee meeting and reported out at the August general meeting. Housing – Kevin Donovan • In May, the Housing Committee hosted Justice in Aging for a presentation on Medicare, as well as updates on HUD impacts and newly introduced work requirements for certain benefits programs. • The June 15 meeting will include a presentation on homeowners associations (HOAs), including how they operate and how HOA requirements can impact older adults, particularly in communities such as Rossmoor. The committee will also hear from Teresa Anderson from Tim Grayson’s office regarding three bills authored by Assemblymember Grayson that are moving through the Senate. • The committee is planning an August presentation from Joseph Villareal with the County Development team and will provide additional details as they become available. Health and Elder Abuse Prevention – Dr. Mike Wener • Dr. Mike Wener was not present for the meeting. • The June meeting will include a presentation from Dr. Wener on diabetic foot health. Legislative – Steve Lipson • SB 971, the Older Adult Education Bill, cleared the Senate Health Committee, the Senate Human Services Committee, and the Senate floor vote, and will now move to the Assembly. AARP has officially endorsed the bill, which is expected to support continued momentum, and there is currently no known opposition. • New CSL members were elected following the last ACOA General Meeting and will be officially sworn in during October; they will receive training in the meantime. • The future role and structure of the Legislative Committee will be discussed, with a recommendation to include it as a dedicated agenda item rather than under committee reports during Executive and General Committee meetings at this time. Technology – Steve Lipson • The Technology Committee discussed emerging legislation related to fraud and scams, including concerns around “mule accounts” that can unintentionally involve older adults and caregivers who believe they are participating in legitimate work-from-home opportunities. • The committee discussed the impacts of these scams, including potential long-term consequences such as restrictions on online banking access for individuals involved in fraudulent transactions. Transportation – Jim Donnelly • The Transportation Committee’s June meeting was cancelled but will be held in July instead. Riki Juster will present on Lamorinda Spirit Van and its 20 years of service. • SMAC will present to the Accessibility Advisory Committee (AAC) in June to begin fostering collaboration between the groups. • SMAC will develop a presentation for the AAC, with Jim Donnelly working with AAA staff to ensure the materials are reviewed and approved by the County.
