• 1:15Presentation: Seamless Bay Area • Carter Lavin from Seamless Bay Area presented on the importance of public transit and the organization’s mission to transform Bay Area transportation. The presentation highlighted that transit supports more than 1 million daily trips, reduces congestion and emissions, and provides essential access for work, services, and community activities. • The presentation discussed ongoing financial challenges facing Bay Area transit agencies, including projected service cuts for systems such as BART, Muni, Caltrain, and AC Transit. • Carter provided an overview of the November 2026 Regional Ballot Measure, which would provide 14 years of dedicated transit funding across five Bay Area counties through a sales tax measure. The funding would support transit operations, reduce service cuts, improve safety and cleanliness, and includes accountability and oversight measures. The measure includes paratransit services, and if it does not pass, agencies anticipate reductions in service hours, frequency, and routes.

• 2:10Programming Reports/Updates Tri Delta Transit (Myeisha Williams): • Service changes began August 9, 2026, including elimination of Routes 361 and 377, weekend service reductions for Routes 374 and 376, and reduced frequency on some additional routes. Paratransit services are not impacted. Tri Delta is exploring creative solutions to maintain access, including alternative ride options. • Myeisha also provided an update on the transition to new contractor Keolis, which began August 1 and has been going well. County Connection (John Sanderson): • No updates Lamorinda Spirit Van (Riki Juster): • The program received CDBG fuel grant funding with a goal of serving 160 riders. In FY25-26, Spirit Van exceeded expectations by serving 177 unduplicated riders and anticipates continued growth. General Updates: • Proposed presentations include WestCAT in September (Donesha McKinley), Tri Delta Transit in October (Myeisha Williams), and County Connection (John Sanderson) in December. Co-Chair Bryan Harris will contact speakers to confirm. • September SMAC meeting will be moved to Tuesday, September 8th, 2026 to avoid conflict with Labor Day. • SMAC will transition to a new meeting schedule beginning January 2027, meeting on the second Tuesday of each month from 10:00 a.m.–12:00 p.m.
• 2:25Public Comment - Bryan Harris noted that Lyft has taken over operation of the Bay Wheels bikeshare system and suggested that SMAC explore a future discussion on Bay Wheels, including the transition, system impacts, and potential opportunities or concerns.
