- 10:10Update: 21st Century Road to Housing Act, Janessa Oriol, District Director, Office of Congressman DeSaulnier
- 10:25Presentation: Housing Authority of Contra Costa, Joseph Villarreal, Executive Director • H.R.1 did not directly impact HACCC, however the indirect effects, including cuts to Medi-Cal and SNAP, may place additional strain on clients’ overall economic stability, which can affect their ability to secure and maintain stable housing. • Section 8 Voucher Program and Funding - HACCC has approximately 9,500 Section 8 vouchers but does not have sufficient funding to fully fund all allocated vouchers. - Section 8 voucher waitlist has not opened since 2008. - HACCC has approximately 80,000 – 100,000 unique applicants on its waitlist. - The average subsidy per Section 8 voucher is approximately $2,100 per month. • Types of Affordable Housing Assistance - Public Housing is owned and operated by HACCC. It is generally the most affordable option for renters. Rent is based on approximately 30% of household income. - Project-Based Vouchers provide rental assistance funding that is tied to specific housing units. HACCC provides funding to help develop and maintain project-based units. - Section 8 Housing Choice Vouchers provides rental assistance funding that follows the tenant rather than being tied to a specific property. • Local Funding – Measure X allocates $12 million a year to fund housing and related services countywide, which is not sufficient to address the County’s affordable housing needs. • Federal Funding - $400 million has been set aside to address the national funding shortfall, but estimates indicate that $800 million to $1 billion may be needed to cover the remaining calendar year.
- 11:25Discuss: Webinar During Homeless Awareness Month – Kevin Donovan • The initial idea to present a webinar on older adult homelessness has evolved into a hybrid forum. Choice in Aging and Health, Housing, and Homeless (H3) Services are the leading organizers. The tentative date was November 18, 4-6 p.m. (Note: The date has since been changed to November 6, 1 – 3 p.m.). The keynote presenter will be Dr. Margot Kushel, Director of UCSF Benioff Homelessness and Housing Initiative and the principle investigator of the California State Study of People Experiencing Homelessness.
- 11:35Update: No Place to Call Home Presentation and Infographic – Kevin Donovan and Nhang Luong • Presentations scheduled for 2026: Pittsburg Community Advisory Commission, Multi-Faith Action Team, Advisory Council on Aging, and Brentwood City Committess
- 11:45Update: Home Match – Logan Robertson, Director, Home Match Contra Costa • 17 tenant/landlord matches have already been made this year. Currently, there are 18 available rooms. A Home Match program is scheduled to launch in Santa Clara County in September.
- 11:50Public Comment and Information Sharing • Contra Costa Senior Legal Services will host four legal advice and referral clinics. • Alpa Agarwal shared that she and others will pursue a legislative advocacy strategy to modify existing Homeowners Association (HOA) laws to improve rights of homeowners. • Centers for Elders’ Independence (CEI) will be hosting a tour of their El Sobrante site for Advisory Council on Aging members on August 20, 2026.

- 10:10Update: 21st Century Road to Housing Act, Janessa Oriol, District Director, Office of Congressman DeSaulnier • 21st Century Road to Housing Act is a bipartisan housing package passed by Congress and became law on July 11, 2026, without the President’s signature. • The law is designed to remove regulatory barriers to housing construction, including modernizing community development programs, streaming environmental review, and giving states more flexibility to finance development.
