• 10:10Area Agency on Aging Report: Tracy Murray, AAS Director • General updates - Director Murray announced the appointment of Thomas Weisbrich as the interim AAA Division Manager. - Tracy announced the re-opening of comment period for the Intrastate Funding Formula (IFF). California Association of Area Agencies on Aging (C4A) and California Welfare Directors Association (CWDA) have strongly objected to changes in the IFF. She encouraged people to review the flyer and submit your comments to the state. - Matt Hulse, Executive Director of Contra Costa Senior Legal Services (CCSLS) invited ACOA members to attend their 50th Birthday Party Sock Hop. Tickets will be available for interested ACOA members. - Tracy will be presenting to FHS on September 14th on older adult topics.

• 11:35Committee Reports (including Area Plan Updates): Chairs (2-3 min each) • Membership/Nominating: Kathryn Monroy-Dexter - The Nominating Committee was appointed. - Definition of Alternate Members document developed and included with meeting packet. • Planning: Jill Kleiner - Area Plan Update: 6 objectives, 4 completed, 1 continuing, and 1 to be revised. - Received presentation from Contra Costa Health Plan. - Tomorrow is CEI PACE tour. If you are interested in attending, contact Cristina. - Next site tour is Mobility Matters, 10/27 at 11 am. • Health & Elder Abuse Awareness: Thomas Lang for Michael Wener - Thomas Weisbrich made a presentation about the Senior Nutrition program to the Committee this month. - Dr. Kim Colòn will discuss Balance & Falls at the next meeting. • Housing: Kevin Donovan - Area Plan Update: successfully had 8 outside presentations to the Committee, revised “No Place to Call Home” infographic and PowerPoint and made 6 presentations. If you know of an organization that would like the presentation, let the Committee know. - At the last meeting, Janessa Oriol, District Director for Mark DeSaulnier, made a presentation about the Housing bill. - Joseph Villareal, director of Housing Authority, will speak at the next meeting about housing vouchers, building projects, and funding. • Senior Mobility Action Council (Transportation): Jim Donnelly/Bryan Harris: - Area Plan Update: The Committee supports their Master Plan on Aging goal by participating by The Accessibility Advisory Committee (AAC) of the Contra Costa Transportation. - Upcoming presentations: > September – WestCat > October – TriDelta > December – County Connection - SB 63 authorizes a transportation funding measure (Connect Bay Area) be placed on the November 2026 ballot. The 14-year 0.5% sales tax will raise $980 million for Bay Area transit. Jim & Bryan will submit comments to be presented to Executive Committee. - Starting in January 2027, meetings changed to the second Tuesdays of the month from 10-12. • Technology: - Starting in January 2027, meetings changed to the first Thursdays of the month from 10-12. - Sept/Oct 2026 meetings will be held in the Boardroom. - Area Plan Update: on track to meet goals. - At the last meeting, Gerry La Londe-Berg attended and gave a report from the Age Tech conference. - The Committee discussed new AI initiatives.

• 11:43Legislative Updates: Steve Lipson • SB 1261 – prohibits California Dept of Aging from revoking Aging and Disability Resource Connection (ADRC) designation if either of the two partners (the independent living center or Area Agency on Aging) are temporarily unable to serve. • AB 1359– allow a person 80 years or older to request a permanent excuse from jury service. • SB 971 – Healthy Aging Community Partnership Program – allows local agencies to provide programs to promote healthy aging, social engagement, and independent living.
• 11:45Regional Coalition Update: Debbie Toth • Debbie reported on several issues including the following: - Be Home Soon California proposal – biases home and community living vs institutionalization. Dept of Finance was asked to provide information regarding impact of the proposal. - Roger Niello was chosen to lead the CA Senate Republicans. He wants to work in a bipartisan way. - Justice in Aging issued the “Road Map to Home Care”. - Proposed changes to the Olmstead Act. - Intrastate Funding Formula should support the needs of rural communities but not at the expense of non-rural communities.
