APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment, effective July 1, 2026, with Aspiranet to increase the payment limit by $12,732 to a new payment limit not to exceed $7,152,830, to implement a cost of living adjustment and a monthly rate increase to the Early Head Start and CalWORKs Home Visiting Program services, with no change to the term period September 1, 2024, through June 30, 2027. (80% Federal, 20% State)
