APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute legal documents and take related actions to provide a Measure X loan in the amount of $1,000,000 to HEBSV Esperanza Place, LLC for the construction of a for-sale affordable housing development located at 1250 Las Juntas Way in Walnut Creek, and make related findings under the California Environmental Protection Act, as recommended by the Conservation of Development Director. (100% County Measure X funds)
